Experts said that Hong Kong should create a legal registration system for consultants and grant legal exemption to professional organizations to address public errors, as experts said, after a body failed to nominate a member who was expelled due to misconduct.
Professor Choi Yat Hong, head of the Hong Kong Professional Consultation Association, warned of the risks offered by the lack of legal regulations.
“While the claim is a lie as a social worker without qualifications, it is illegal, anyone can describe himself as a consultant without facing legal consequences. When people who do not have professional qualifications themselves know or work as consultants, it poses a potential threat to public safety,” Choi said.
“Due to the lack of a registration system, professional bodies are unable to act beyond resignation or expulsion when consultants participate in misconduct. As a result, even in misconduct recently, one organization has not been able to spread the individual name to warn the public.”
Choi pointed out that the advisers need to have professional qualifications and complete the registration process in order to create an official list that can be accessed by the audience from accredited practitioners and to ensure that the residents can find the appropriate services.
