The technical training facility in Blackstone, Virginia, improves training efficiency, reduces employment costs, and provides intense security training for US State Department employees and members of others in the foreign affairs community. Training of the US State Department, law enforcement experts and security of the Diplomatic Security Service (DSS) daily, is ready to address international threats and incidents in foreign countries. A May 2008 Report to Congress Determine the need for a unified external security training facility to improve training efficiency, reduce operating costs, and provide priority for access to training places that meet the current facility standards. To achieve these goals, the US State Department built the FASTC Security Training Center in Blackston, Virginia on an area of 1350 acres opened in November 2019.
Fastc provides security training training for the Ministry of Foreign Affairs and members of the Foreign Affairs community.

This training helps the foreign affairs community to develop the practical skills necessary to live and work safely in the international environment today. In Fastc, the trainees learn how to discover monitoring, provide emergency medical care, better identify improvised explosive devices, increase firearm capabilities, and perform defensive driving maneuvers. DSS special agents are training daily to enhance and refine the very specific tactics to face the countless threats and scenarios that they may face in their work in international environments. Through cooperation closely with federal law enforcement agencies and its partners throughout the Ministry of Defense and other American government entities, DSS agents are well aware of security challenges and are trained to maintain flexibility and creativity for success.
